Because your voice makes sound waves, and the fan blocks a part of your voice as the blade turns. (I think?) Sounds like a good question for a school science fair.

Because when you produce noise sound waves are created. The fan, which circulates air is cutting through the air, therfore it is also cutting through the sound waves.
