Personally I think it's quite an intimate gesture, I would do so for my husband but I don't think I would for anyone else.
It's almost like a way of saying, yes you look great but I want everyone to think you look *wonderful* but they'd better know that part of the reason that you are looking so good is because I'm here to look after you...
Sounds old fashioned probably, but that is what it seems like to me.

It is a bit outdated, but it suggests that you are willing to look after a man. Which could be taken as motherly, or it could be taken as something else (which is why it is outdated, the idea that the woman in a relationship is supposed to look after her home and her man). If you did do this with your boss, I think you have two options: If he is someone easy to talk to then just make it clear that you didn't mean it to carry this message, If he is less open then maybe just let it lie so you don't embarass him by talking.
