You can't go wrong with a halter top...
And a skirt. Leave the jeans for working in the garden... wear a skirt when you want to get guys attention.
If you are worried about guys getting a view up your skirt - just wear a flashy pair of panties - a fuschia, or a red - so no one sees anything important, but they get a good show just the same... and you get a little naughty thrill too - knowing they have seen up your skirt.

clothing is always a good idea.
flipflops at a carnival...bad idea, closed toes shoes, or sneakers are safer.
