why is it that e-mails that I report as spam keep coming shouldn't they automatically be blocked?

first of all it is really hard to detect the spam email for email scanning programs. Some of the reason that they could be comming back is that the content of email constantly changes and scanning program doesnot know the "new" format of email.
Also some companies have put "exceptions" to allow certain email to come though. If you are a business i would recommend using CipherTrust. they have a well designed email fighting tools.

If you are using yahoo mail you want to go to options and then the spam settings and check the box that says add email to my block list when I report it as spam. They do come from different addresses and there is no title filter in Yahoo. You could download a second spam filter that allows you to mark as spam emails that have certian words in the title.

When you report them as spam, they are moved to your Spam Folder, also known as Bulk Mail. Those mails usually get deleted automatically after 30 days. If you want, you can delete them manually without opening them.

just keep using your spam blocker some of the email take longer to go away and some come back as something else

but theirs a setting for it!
had u selected the checkbox which says...
"Add email id's u report as Spam to Blocked List"
u probably might not have checked it...
if u r recieving variations of silmilar pattern than create a filter n choose the folder to move as Trash

they use a variation of the original address to get past the spam blocker. example below
