You can attend colleges anywhere. The difference is, if you were to attend the state universities in NY, you would be paying the in-state rate; whereas you would be paying out-of-state rate if you were to attend an out-of-state state university. In general, the out-of-state rate is about double of the in-state rate.

If you have a HS dipolma. You can attend in-state and out of state college. Wether you get in or not depends on your grades, SATs and extracirrular activites. Good Luck

of course, if you have a high school diploma, then in theory you can attend any college you want, provided that you apply to their school and they accept you!
