This is a loaded question. Before I answered this, I would like to ask you why you think there is anything illegal about homelessness.

But since I'm earning my two points, I'll tell you that there are many lines, depending on the view of the ruling and legislative bodies. There are laws created against vagrancy, loitering, and such things as "urinating in public," which may say they're intended for one thing, but are really designed to move people away, prevent lawful assembly, and harass those who have no fixed property or leased estate.
Since you've clearly stated you are interested in fine lines, I take it you are not adverse to nuances, as some in our current administration have expressed. Thus, I ask you, what constitutes "urinating in public?" If a man is trying to hide in an alley, or behind some shrubs, and one person sees him, is he now "in public?" The law does clearly define this, but now that we're talking about "fine lines," what do you know about "the letter of the law" and "the spirit of the law?" Do you read my meaning?
If a community does not provide a means for the public to access hygiene facilities, but then creates laws punishing people for creating their own solutions, who then is at fault for having some people commit misdemeanours? How many misdemeanors make a "career?"

How about you, what's your career? I suppose you are firm in the belief that you will never have to deal with the receiving end of the law here. You had better hope not, because in our nation, the laws tend to be weighted in favour of property owners and the middle to upper class. As long as you can keep that "veneer of respectablitiy" that is to say, look like you have property, then you can afford to look down on the homeless. I wish you good fortune though, in all respects.

Are you smoking something? The difference isn't "fine", it's a world of difference! Most homeless are people that are just down on their luck and really didn't choose to be that way. The "career" criminal is just that...someone that "chose" that path as a way of life.

Choice-- the criminals can choose to straighten out their lives. While the homeless theoretically can do it, they seldom have the education or social skills to do it.
