We have an automotive shop-15 minutes before closing we all start pulling cars in that are staying-EXCEPT TOM. He alsways seems to find some to fiddle around with-he knows the routine.

This called 'avoidance behavior' by most psychologists, or perhaps 'self-defeating behavior' at best. In layman's terms, he's lazy and finds excuses to get out of work he doesn't want do.
Clinical treatments include possible social anxiety drugs like zoloft, as well intensive therapy and analysis. Layman's treatment is a swift kick in the tail, or a good butt-whuppin!

Maybe he doesn't have a valid drivers license and doesn't want to be responsible for the cars.
