we can travel to the future by moving with a velocity near the velocity of light.. but for travelling in to past we must go with a negative velocity which is impossible

It is because of something called the "Grandfather Paradox". it goes something like this: if you were to travel back in time, and kill your grandfather before he has kids, what would happen?
The effects are:
1. One of your parents would have not been born, and so would you. Hence you do not exist.
2. If you don't exist, you could not travel back in time to kill your Grandpa
3. Your grandpa would then be alive at than time, and have kids and grandkids, one of which is you.
4. You would then exist, then you would travel back to the past to kill Gramps.
5. You go back to #1
So the solutions to the paradox are either time travel to the past is impossible, or if you try to travel to the past you go to another dimension instead so that the dimension you were from is not distorted.
However, time travel to the future is possible. You just need to travel at a speed comparable to light , constantly changing your travel speed slightly.

Maybe they have, but the laws of time and physics prevent them from interacting with the past. Maybe they can only observe. Like H.G. Wells posited in The Time Machine, one couldn't go back in time and change the thing that caused him to want to go back in time. If you extrapolate that, maybe you can't go back in time and interact in any way, because the effects on the future could drastically alter all of the future, possibly including the ability to travel in time.

Maybe they are here, but there are strict laws phrohibiting interaction with us, so that way they prevent fraud. Ex: telling lottery numbers, stock market advice, antique hunting, inventing something from the future, etc. Or maybe time travel will never occur, or maybe its that the present time period is too dull for our future generations.

Well based upon what is seen in the movies....if you seen yourself from the future, you would alter it because you would then be nuts....so therefore they would stay out of sight and you would never know if they are here or not.
