I am inclined to go with Gold-E but I think there is nothing wrong with kindly saying how the incident made you feel for two reasons--a) so that she does not do the same thing to someone else, and b) so that you do not keep feeling hurt and angry. It is not good to keep those emotions inside.
I am sure that your English-speaking abilities played no part in whether or not you got the job. You seem to speak and write as well as any southerner around here or as well as anybody who writes in Yahoo Answers, for that matter. And many people who are Mexican who have jobs cannot speak even two words of English and they have to have someone interpret for them. I can't blame them for that b/c English has a lot of exceptions and is much more difficult to learn than Spanish is. If you know 3 languages and you still can speak and write that well, then I commend you!
Don't feel bad; if you want to, let the lady's boss know what happened and how it made you feel and let her know it is just "feedback" or just an "fyi" ("for your information") and let it go at that.
Think of this--it was a good thing that that lady showed her true personality before you started working there. You would not want to work for someone who didn't respect you and your heritage, would you? No way. There is a better job out there for you :)
One more thing--there is also nothing wrong in choosing not to report the incident. Just do whatever makes you feel most comfortable.

Do not report, do not sue, just say thank you Jesus for you love, sometimes others have to pay for past things, no telling what they have being through with Mexicans in the past, you know I am telling the truth, sorry you had to pay for them, now, is OK, do not be upset any more and go on, get you another job, and bless that lady, I know it hurts but lets show Mexicans have good sense too God bless.

maybe if you learned to speak English better you might have gotten the job. As for the comment it was uncalled for. complain to her boss and file a complaint. then call an attorney

Maybe you feel like "your kind" are thieves because you know them so well. I have no preconceived notions about "your kind." The people that are hardest on any ethnic group are the "leaders" of the ethnics, Frequently, minorities look for reasons to be mis-trusted, even if it is in their imagination.

Call your state's employment commission and the head of the company and relay this information to them. What the woman said to you was unethical and probably illegal. I am sorry that this happened to you.

Go back there and tell her you are filing a lawsuit for racial discrimination at the workplace. She will hire you then.
