I dont think there is any harm in having a phone call as friends. The only bad thing I can think of is that if you 2 like eachother it might hold you back from moving on with other relationships. Or it may cause you even more hurt the longer you guys talk as feelings may grow and it would be hard for you to meet up with him anymore since you moved.

There is no need to admit anything as it's hard for most guys to make a promise. Even they make a promise, it's always for something else ( you know what) and not necessarrily mean it.
