I heard this in some songs (E.Badu, R.Kelly's "When a woman's fed up"). What's the meaning?

"Call Tyrone" in Erikah Badu's song was her way of telling her man that she was fed up with him, cuz everytime she wanted to do something with him, he always brought his friends (Jim, James, Paul) and his cousin (Tyrone) and he treated her like dirt, so he needed to pack his bags and call up Tyrone to come get him. Tyrone was her man's cousin in this case.

R. Kelly's song was using "Call Tyrone" because E. Badu's song had become so popular that he used that phrase in his own to show the woman WAS fed up!

As for Tyrone, it was the name that people typically associated with a black male at that time cuz it was a popular black boy name.

Badu was speaking of her boyfriend's friend ( in the song), who would be the one to help him move his stuff out of her house. The concept of the song is that whenever she needed her boyfriend or wanted to spend time with him, he always had plans with his friend "Tyrone". R. Kelly was just referencing Badu when he mentioned "call Tyrone"

Basically her boyfriend is a pathetic excuse for a man so she tells him to call his friend Tyrone to come and help him move his belongings out of his house.

That's a good Clash song, but probably my favorite song by the Jam. I'm going with "Town Called Malice" - even though I probably enjoy the Clash more than the Jam on the whole.... Close one though
