Multiple ways to do it - from simple commission-based affiliate relationship all the way up to a real stocking retailer-type relationship.

You may have to dig a bit, but Dell and HP each has reseller programs on their website.

One thing I'd recommend is opening an account with one of the big wholesalers like Ingram Micro, Tech Data, etc. Also subscribe to Computer Reseller News and VARBusiness.

There are plenty of small resellers for HP; Dell, however, mostly sells directly. The only store I ever saw Dell products in was Costco, and only for a short time (probably a one-time overstocking deal with Dell trying to move older inventory to make room for newer one).

There is a reseller application on the HP website.

Dell hates resellers. Don't waste your time.
