Jolie has a more pleasant expression. Rice looks like she spends a lot of time pissed off, if the lines around her mouth are any indication.
Although given that she has to spend most of her time eating all the sh*t that Dumbya stirs up I can understand her looking angry all the time.
What little I've read about Rice suggests that she's a privileged buppy princess in terms of her upbringing which makes me cynical about how nice she would be in private life. The born again christian bit is also a bit of a turn off, many of the more public species of BA christians tend to be unpleasant people in my experience.
I'm impressed with Jolie's humanitarian work and I've gotta give props to her as a fellow atheist.

I'd say Condi. She'd be more interesting to talk to. Although I would like to ask Angelina why she and Billy Bob carried vials of each other's blood around their necks. I thought that was...odd.
