Recently I read that they were being used by the armies of some democratic countries. If they don't explode on impact they endanger random people, much like mines. They seem like something that would be illegal under international law. Does anyone know if they are?

Who passes the law as to what sort of weapons of war are legal? Certainly not to UN.

When it comes to war,and your survival depends on what's available to defend yourself and fellow soldiers,there is no such thing as illegal,this is not a computer game.The only rules of engagement are that prisoners who are no longer a threat are not mistreated,but even those rules are not enforced by everyone as germany and japan proved in WWII

They're "legal" There's no treaty against their use. Technically, so are land mines, although many nations have agreed to stop using them.

Nope, not illegal...good way to mess up other enemy army's....

sadly, civilians find them more then the army does
