I also have blue eyes and I have found that plum, light green, and beige are very good colors for me. Also, don't be afraid of using pale or deep blues (not Mimi from The Drew Carey Show). However, with your skin tone I would avoid anything too shiny or glittery something that is more matte would bring out your eyes. Brown mascara looks great on women with blue eyes.
Good Luck
Clinique has a great selection of colors to choose from

I have blue eyes as well, and I've tried both matching eyecolor lines from Almay and Avon. It's true, brown looks best on blue eyes. Put a deep brown on your eyelid, use some dark blue in the crease and a very, very pale blue to highlight. I've found that black/brown mascara works well, along with either black or a deep blue eyeliner. These matching color lines really do make the blue in your eyes "pop". Be very careful when using the blue shadows! You don't want to overdo it and end up with the "Miss Piggy Look"!!! If you prefer not to wear blue with blue eyes, then try different shades of brown with pale brown or pink to highlight.

I have blue eyes also and I like to wear:
brown eyeliner, black/brown mascara, brown/shimmery pink/gold/peach eyeshadow. Put the brown in the crease of your eyelid, then the pink closest to your eyelashes, then put the peach between the pink and brown eyeshadow. At night I dust some of my gold sparkly eyeshadow on top for more dazzle. Looking natural, yet enhancing your natural features is the best way to go.
You could also try the Almay eye make up kit that goes with blue eyes.

I also have blue eyes and fair skin and blonde hair, and IN MY HUMBLE OPINION---FORGET purples shades and that, blue eyes are gorgeous with browns, and natural shades, I find for eg Boujois very good, especially the new survoltéel colours, beige upto to brow and ambre on the lid, and then smudged from the corner up towards the brow.
And you CAN wear dark colours, such as dark tinted geys for the smokey look, and wear it with liquid eye-liner for even better results, VERY SEXY!!!! x

Use brown eyeliner and light to medium dark brown eyeshadow. Use brown or brown-black mascara. Brown seems to bring out the blue in peoples' eyes!

Almay makes eyemakeup specifically for different colors of eyes. I use the one for green eyes and it is awesome, coordinating shadow, liner, and mascara. You should try it out for blue eyes! You should be able to find it at any drugstore that carries makeup.
