If you mean to say that it's not really a horn because it does not have a bony core, you're right.
Rhino horns are made of keratin, a protein that is produced by the epidermis (outer skin layer), and which also forms the hair, nails, claws and hooves, and not by bone (quite a different material, produced in the dermis).
The horn (or horns, in the species that have 2 horns arranged in the head midline) rests upon the nasal bones that form a "shelf" in the skull.

That should be "rhino", "really" and "something".
Compacted hair, which is not really a body part, but a secretion. It is really a horn but it differs from antelope/bovid horns in that it doesn't have a central core of bone surrounded by solid keratin.
