Could be a broken switch or a short circuit. Bring to a trusted mechanic who can test the switch and circuit.

I assume you mean you can't turn the lights off even when the car is not running. Otherwise, it could be daytime running lights, as mentioned above.

Something's wrong with the switch, find the fuse for the headlights and take it out, then have the switch (to turn the headlights on and off) fixed.
Or like answerer 1 says daytime running lights.

I assume you are using the right switch to run it off...

there's probably something wrong in the internal circuitry... unless you can repair it yourself, you'll need to take it to someone who knows the inside (probably a professional)

if you cannot do it immediately, unplug the batteries to avoid drainage.
