If you mean the sky is overcast, sure. Rays from the sun can still get through the clouds and tan or even burn your skin. It's not the visible light that causes tanning.
Some of the worse sunburns I have had before were on cloudy days.

generally you can't get a tan from heavy cloud cover but you can get a tan or a burn from lighter cloud cover. You also cannot get a tan if the sky is dark since it would be night time and the sun isn't out. Many TV stations will even have recomendations about if the could cover is enough to warrent sun screen. Many people don't even go outside without it. If your worried wear sunscreen. if the sun is out there is always a chance of getting some sun tan or burn but the best thing is to look outside and take your best guess.

Yes, (if by "dark" you mean cloud cover) the ultra violet rays that change the pigment in your skin pierce through cloud cover. Where you live and the season or time of year determines the intensity of the sun (how close you are to the sun on your part of the globe). That's why you tan and burn more easily in the warm months than in the cooler months.

Maybe not a tan, but the sun can still cause unseen damage to your skin.

If you mean by dark, overcast, then yes. You can tan or worse, burn. Its bad for your skin. Dark days are dangerous!!! Think skin cancer.....or better yet...SUNSCREEN!!!!!!!
