There are people who thrive on chaos and she may be one of them. Think about it: when you did the billing, it was so well-organised that a chimpanzee could come in and find the records. That is as it should be and probably why you got your promotion.
But now, when someone needs to find something important, they have to ask her because she has her "system" memorised.
Has she been calling in sick? I bet she calls in sick on some day that some vital records are going to be needed and she knows they will be needed, such as the end of the quarter or half-year cycle.
Aww, are we going to have to get poor, sick Karen out of bed in order to get the records we need? Wow, I guess so. Karen, I hate to bother you, but...
Hmm. This is a form of control that lacks control and I have been studying it in people for some time. They use chaos as a weapon. It is almost like Munchausen Syndrome in many ways.
The best thing you can do is to call her on it and say, "You thrive in chaos and I need those records properly filed."
Tell her that you will show her (again...) how to do it and that she needs to stick to the system, end of story. If that doesn't work, tell your supervisor what remedial steps you have taken and that your co-worker is out of line on this. Otherwise, it will come up and bite you on the butt because, doubtless, you trained her. She is only doing what you told her to do, right?
That way, she can have it both ways. Don't let her get away with it. Call her on it today. Then make sure your boss knows, too.

ask her why she put so many in the folders, maybe there's a shortage of folders. then let her know that you think it's a good idea to have a mutual agreement as to the office procedure because when someone will look for something it willmake it harder to track down if some folders have 100 forms and some have 300 forms. if you can't do that, talk to your supervisor about the problem

o.k. for whatever reason what she does is not YOUR job anymore....so, move on. eventually her botch ups will catch up to her and she'll get nailed for it.
i would just concentrate on your own work and let her go do her thing. she is an adult with a job, whether she succeeds or fails is on her, not you.
i work in this office, here with 3 other people. we all have our own ways of doing things. sometimes it's trial and error to see what works best.
so, instead of cleaning up for her or doing work for her, let her fail or succeed on her own. she's a big girl, i'm sure.
try some relaxation techniques, like deep breaths and perhaps forcing yourself to smile and hum a little song. repeat mantras to yourself about how you only have control over what you do, not others.....
good luck and i know how you feel, i can be the same way, but then i remember to keep my nose in my job and then i feel better.

1st you need to talk to her and ask her if everything is ok,
cause you notice that her work isn't as good as it used to and blablabla, cause usually the work she does is ok...
then ask her is she can do the work as would be the proper way..if she doesn't...
then maybe you should talk to your boss about it...
she may get on your nerve, but if she's competent, then there's not much you can do but to just avoid talking to her...
anyways, i'm sure that if your boss knows that the productivity is affected, something will be done

im the same way..anything done wrong will bug me soo much! (im OCD) i just try not to think about it and get my mind on somthing else.
