I cant be in the sun longer than an hour or two before I get a miserable rash. It scars sometimes and nothing helps except being completely covered.

You have what is called photosensitivity, or sun allergy.

My brother-in-law is also allergic to the sun. After being in the sun he breaks out in an itchy rash. He says that the 1% (the strongest you can get) anti-itch cream works well for him. There are 2 kinds - one with cortisone and one with generic Benadryl - Diphenhydramine. I don't know which he says works best - but they are not too expensive - so I would suggest a trip to Walgreen's or Walmart and trying a tube of both! Try not to scratch and keep your skin as cool as possible! Hot water can temporarily relieve the itching - but sets you up for a rebound!

Some people have skin conditions that make the Sun intolerable. I would suggest you go to your doctor and ask the same question you asked here. Something is clearly amiss when the sun scars you after two hours.

Get thee to a doctor, my friend!

Yes this is a real allergy. Make sure you wear sunscreen with SPF 45 and cover up. No way around it
Sorry
