I was always taught that you tip people that have provided you with personal service, but have not charged you a seperate labor fee.
For example:
We are supposed to tip a waiter, hair stylist, cab driver, hotel porter, and these type of people that provide a service without charging a seperate labor charge.
We are NOT supposed to tip the auto mechanic, the handyman, the appliance repair person, the shoe repairer.
I recently watched a movie with Anthony Hopkins and he is riding in a cab that drives him to the motel. The cab driver was rude throughout the ride.
When it came to paying for the fare, Anthony though the fare was a bit steep, but that is what was on the meter, so thats what he paid.
The cab driver became angry and demanded that he pay at least 10% percent more as a tip. A tip is expected the cab driver says.
Why is it wrong to not leave a tip at all if you have bad service?
I realize that some people never tip and I think that is wrong.

Tipping is not "required". Just somewhat expected. Most Waiters and waitresses only make around 3.00 per hour. This is because they are supposed to claim tips as part of their wages. This also puts them in charge of how much they get. I don't know about the other professions like cab drivers and hair stylists though.
I usually only tip if I feel they did their job well. The only time I do not tip is if I feel they were rude or slacked off. If I know they are new I give them more slack on judging.
If you go to a certain resturaunt often you will get better service if you always tp well. I vary from 10% to 20% depending on if it's just me or if my entire family is with me.

Tipping is now at the 17% level, not the 10% because the IRS taxes certain employees at the 10% level, so if you don't get good service tip 10% just to keep that employee fluid, and they might just remember you enough to wonder why they didn't get a full tip and you don't become another jerk in their memory. If you do get good service tip 20% and you will be remembered. Thats the purpose of tipping anyway isn't it? I live in Nevada and everybody here deserves tips.

Tipping for bad service is reinforcing the idea that you can give bad service and still make out OK. I realize that in most states in the US waiters and waitresses make $2.13 and hour. They have to be tipped just to get close to minimum wage, still they need to understand that they are like commission only salesmen, nork work no pay. The bellmen and mechanicas and cab drivers get paid more than just tips. they better really go out of thier way if they want a tip from me.

The only situation that I actually tip on is for food services. I don't go with this flat-rate 10% thing. I consider it on the grounds of actual effort made by the wait-staff.
If I have had all of my needs fulfilled, and on an excellent time-basis (i.e., speedy) then they will undoubtedly receive a better tip than, say, they hardly ever visited, didn't ask if I needed anything, etc.

personally, I feel that if I am given bad service, I will not tip. It should not be something that is expected ESPECIALLY after bad service. mediocre service should also be given only a mediocre tip. Good service should be given 20%. That's how I feel.

It is expected and yes it is optional. I do not tip if service was terrible (unless I know the server and it is an exception to rule).
