If you listen to the lyrics, they seem at odds with what I'd consider a tramp. Is either 1) he means a tramp in a different way than what I'm used to 2) he's alluding to something that I don't know about 3) the lyrics do support her being a tramp. Help!

Sinatra did not write this song; in fact, out of the thousands of songs Frank sung, he only wrote 7 of them. "The Lady is a Tramp" song was written by Richard Rogers, words by Lorenz Hart, sung originally in the musical "Babes in Arms" at the Schubert Theater in New York City in 1937.

The song was originally in a musical called "Babes in Arms," so maybe the song has something to do with the plot. I think he's using the word "tramp" sarcastically.

"lady" is her name...she's a dog. That's the whole point of the song. Makes for an interesting title.
