Someone was the winning bidder for an auction of mine. I e-mailed him after I hadn't heard from him or received payment. He e/m'd me back saying, "I'll send payment either today or tomorrow. PayPal has limited my access because someone tried to get into my account."

Now, is it just me or does that sound like a bunch of B.S.? Has anyone heard of PP "limiting" access like this? Wouldn't they just change user name and password? He's lying, isn't he?

Aleem, take your crappy spam somewhere else, you dork. If you'd have read the question, you'd have realized it wasn't a question about whether PayPal sucked, but rather about whether someone was scamming me. Now, I've RAMO.

Yes, that has happened to me before. When a paypal account is in the middle of an investigation because of fraudulent activity, then paypal freezes the account. However, it does not take very long to clear it. Normally they ask for the paypal account holder to verify a few personal information and to change his or her password. There are a few steps that they must go through to for paypal to unfreeze the account. Usually once they go through the verification process, paypal will unfreeze the account so that they can use it again. The only restriction is that they cannot withdraw money from paypal to their checking account, but it is possible that they restricted him to send money as well.

Also, paypal might freeze the account if information sent by the account user is inaccurate.

Yes, PayPal can and will limit the account. No, they won't change username and password, they will send you an email asking you to confirm your account information. The user must follow PayPal instructions to remove the limitations by verifying their personal information they entered at sign up.
