No, your sister should not hog the computer
You need to develop a time schedule so that
everyone gets a turn. Have a decussion on
a few time slots so that she feels like its fair.
Have fun with working together on it.

Make a schedule. Schedule in a little flexibility in case of homework and other important tasks.
Or, get a part time job to earn enough to buy a computer of your own. If you both work and buy a computer together, then there will be two. Buy one equal to the one you already have, so there aren't arguments over who uses which computer.

Well, your sister wants to use it too.
Either work out a schedule between you two or ask your parents if they can buy another computer.
Used ones are not that expensive.
Check your local free ads from the grocery store.
