it's not a demographic calculation, it is a practice of one-up-manship. IOW, you hurt one of ours, we'll send one of yours to the hospital. you send on of ours to the hospital, we'll send one of yours to the morgue. you send one of ours to the morgue, we'll send 2 of yours to the morgue. and so on.
of course, if killing more people were the solution, there would have been peace in the middle east a long time ago. sigh....
