Are there really loose gangs of "1337" (elite) hackers stalking victims online and criminally harassing them?

There are cyberstalkers on the Internet. That I am certain from checking network activity on one employee who had a stalker. Are they all hackers? Not all.

Cyberstalkers don't usually work in groups. They are stalkers to people. Rarely do they form groups with the same intention because their victims are for each individual gratification in inflicting the control and helplessness on the target. A whole group talking about it could be present. But it is more of an individual cyberstalker's preference.

But a Gang called "1337", I have not heard that group. But I will have to check on that.. Profiling them, they might brag about it in a group but intentionally working together to cyberstalk an individual? Unlikely but possible

Recommend:
1) Never give out personal information like SSN on the Internet (especially on chat and forums)
2) Always have your spyware and virus updated and scanned periodically. Most of the cyberstalkers get more of your information by trying install a trojan into your computer. I have seen it.
3) I would recommend to change password of your user account for security measures..

What I have seen is the worker identity was stolen and the cyberstalker created an username/account on yahoo. Had pics of her and information (I MEAN PERSONAL, like home phone number and address). On her page, it was stated that she is a sex maniac and that she loves gangbang... She had people calling and coming to her door asking if they could bang her (that is what scared her a lot). And she requested yahoo to remove that account because someone stole her identity. But yahoo refused because they can't verify her identity (it is not like Yahoo has a counter location in her place to demand the removal of an account). She had to fight it for 2 years (she could not move because the stalker had her SSN which could poll her new information) to finally clear it up. Just be careful what you do online
