Yes, although the heat produced is much less than that of an incandescent, or regular, bulb. That is what makes them more efficient. Fluorescent bulbs waste less energy on heat and use it towards light energy.

Yes, touch one and it will still be hot. However, they radiate much less than an incandescent bulb and therefore are much more efficient at converting electricity into visible light.

According to Wiki:
An incandescent tungsten filament at 100 watts (room light) produces 10 lumens/watt

A fluorescent at 32 watts (T8) produces 70 lumens/watt and is therefore 7 times more efficient. The rest of the energy goes into frequencies the eye can't see, but is mainly heat.

About 90% of all energy emitted by tungsten filaments (including those in halogen lamps) is infrared, or radiant heat. The way to decrease heat from your fixtures is to use lower wattage lamps, or to use compact fluorescent bulbs.

All elementary sources prodcuce warmth in accordance with their wattage. there's a warmth ingredient linked with the ballast or electric powered losses, or maybe as produced elementary strikes a floor, the flexibility is dissapated as warmth.
