Assuming you mean currently:

1. Papelbon 29 sv, 50k's in 50 innings, 0.54 ERA, .154 BAA
2. Ryan 24 sv, 61k's in 48 innings, 1.13 ERA, .160 BAA
3. Nathan 18 sv, 58k's in 40 innings, 1.58 ERA, .181 BAA

Put Nathan on a team with more wins and he goes to #1.

without a doubt... Mariano Rivera is #1

so far this season Papelbon has been unhittable so he is #2 (though he will get moved to the starting rotation next year)

#3 I have to go with BJ Ryan (best #'s of the remaining closers)

* you have to admit this is a down year for the closers... A closer is usually the guy with the nastiest stuff on the pitching staff that goes out and dominates for one inning... a few of the guys with the best stuff are either injured or having down years ... i.e. Eric Gagne and Brad Lidge

other honorable mentions include Bobby Jenks, Francisco Rodriguez, and Chad Cordero (led the MLB in saves last season)

In terms of stuff these are the closers who I think are the best:

Mariano Rivera (has been a top closer for a team that has a lot of pressure, & has one of the best cut-fast balls in the league)
Francisco Rodriguez (has had success in the regular season and post season, has one of the best sliders in the league)
Joe Nathan

(didn't include any rookies as they haven't had the opportunity to show that they can last)

If you mean active closers, here are my top two:

1. Mariano Rivera - NYY
2. Trevor Hoffman - SD

#3 is a toss up compared to the top two.

1. Mariano Rivera(401 career saves)
2. Trevor Hoffman(461 career saves but on the down side of his career)
3. Roberto Hernandez(326 career saves)

I wouldnt say Papelbon yet because he is a rookie

Def Mariano as number 1, Hoffman as no. 2(460+ saves), and the third one is kind of a toss up btw ryan, wagner, isringhausen. not papelbon cuz hes only a rook and maybe in a few years he'll be compared to mariano but not yet.

PAPELBON!!! rivera...and i would have to say Hoffman even though he has been struggling recently or Gordan...

Jenks is a lard@$$ who has a high e.r.a to be considered the TOP closer of baseball
