i hope you already know some Chinese characters by now, then my tips will be useful for you.Listening is the earliest and easiest part to pick up. you can try to watch some Chinese dramas, TV shows, and news, and just listen to how people talk and read those subtitles. have some Chinese speakers to watch those dramas with you and ask them to explain some part for you, so it will be easier for you to understand what's going on in the drama. Listen to songs is also a good way to pick up a language. to chose one or two your favorite songs and ask your Chinese-speaking friends to teach you to sing it.
(This are the easy way for me when i learn English, and i think it worked. So, i hope these will work for you too.)
i know it is hard to find someone to just teach you Chinese,(trust me,.. i am from taiwan myself) b/c most people want to learn English from you and just want to talk to you in English..... but try harder,you can do it.

Mandarin is tough. I have worked with Mandarin speakers in the past and learned a few phrases.
Maybe try listening to tapes or see if Berlitz offers a course?

try finding a library with the tapes or cds with the language on it and listen to it and learn.or go to a school or station and ask someone where you can learn the langauge.someone will help you out!good luck

Can't advice you where but check with the american consulate there, they know where.
I am from egypt and as arabic is difficult, the american consulate used to give lessons to diplomats and employees. we were surprised that they were able to speak better than the natives.

I'm chinese and I have yet to pick up all.. chinese characters itself is complicated.. not to mention how to write them.
