I think she's a fool. You should talk to her and tell her that she will not lose weight permanently on this diet. She will just get sick. Her metabolism will slow down so much that as soon as she eats anything, she'll gain all her weight right back. She should go on a sensible diet where she eats healthy food in moderation and gets exercise. All she's going to do by starving herself is make herself look like a cancer patient.

Are you saying that your friend is starving herself?
OK - here's what you need to tell her:
Starving only leads down the wrong path. When you starve yourself, your body goes into shock (because it doesn't know why it's not getting food) and holds on to fat. This might even make her gain more weight. Also, a lot of people who starve do something called a yo-yo diet. This is when someone doesn't eat anything for a while, and then pigs out on food. Yo-yo diets can cause major heart problems. There are just too many risks when you starve yourself, and you don't look healthy either.
The best solution for her would be to go on a regular diet, maybe with help from a dietitian. I wish her the best of luck! :)

Bad bad bad idea! I've tried it and it wasn't good. I nearly fainted while walking the dog.
Her body will think it is being starved so will hold on to any nutrients (and fat) as much as it can. Her metabolism will slow and she will end up doing the opposite of what she wants. When she starts to eat again, she will gain more weight that before she started. Bummer!
I know it is a cliche but eating more healthily and doing more exercise is the only way to get a slimmer, sexier physique! Much better for you in the long run too. She will live to regret all these faddy diets when she is older!

That's not good! Your friend is experiencing anorexia, which can be anything from a mild problem to fatal.
From the first web site, below: "Anorexics have an intense fear of becoming fat. Their dieting habits develop from this fear. Anorexia mainly affects adolescent girls. " This web site also has some good basic info about the disease. Yep, it's a disease.
And the second web site below offers these things you can do to help a friend:
1) Set a time to talk. Set aside a time to privately talk about your concerns with your friend. Be open and honest. Make sure you talk in a place away from distractions.
2) Tell your friend about your concerns. Tell your friend about specific times when you were worried about her eating or exercise behaviors. Explain that you think these things may show a problem that needs professional help.
3) Ask your friend talk about these concerns. She could talk to a counselor or doctor who knows about eating issues. If you feel comfortable, offer to help your friend make an appointment or go with her to her appointment.
4) Avoid conflicts or a battle of the wills with your friend. If your friend doesn’t admit to a problem, repeat your feelings and the reasons for them. Be a supportive listener.
5) Don’t place shame, blame, or guilt on your friend. Do not use accusatory “you” statements like, “You just need to eat.” Or, “You are acting irresponsibly.” Instead, use “I” statements like, “I’m concerned about you because you refuse to eat breakfast or lunch.” Or, “It makes me afraid to hear you vomiting.”
6) Avoid giving simple solutions. Don’t say, "If you'd just stop, then everything would be fine!"
7) Express your continued support. Remind your friend that you care and want her to be healthy and happy.
In your case, it's also best to express your concerns to a trusted adult.
I hope your friend gets over this or gets help - this could be serious. Thanks for caring.

How exactly do you go on a starvation?
Anyways, it is nearly impossible to kill yourself through starvation. It takes extreme mental fortitude. If she is that determined, you should have her parents take her to a therapist.
