I asked this question of a goat fancyers web grop some years ago, but have never found a genuine explanation.

What you are referring to is probably similar to the skin flaps under the necks of cattle breeds adapted to warm regions (breeds such as Brahman, Nguni, Afrikaner etc.) in which case it would help with body heat regulation.

It might be to cool the blood down in the summer?? They are called Wattles, or Congenital Cartilaginous Rests of the Neck (Wattles), still looking.

Background. Congenital cartilaginous rests of the neck (wattles) are very rare, probably branchiogenic malformations.

Objective. To discuss the clinical and histologic features and the therapy of wattles.

Methods. We report a 4-year-old patient with symmetric exophytic nodules of the neck that had been present since birth.

Results. The two lesions, 0.5 3 0.5 cm, were removed. The histopathologic examination confirmed ectopic cartilaginous tissue.

Conclusion. Wattles must be excised, including their cartilaginous core, after having sonographically excluded fistulae or sinuses.

So in short they are not good, and get removed.

Interesting observation.However to find out why we need to know the purpose of this type genetic design. WE need to have a science that studies the various designs in nature. Im not sure if we have such a science yet. If not we need one.

They are toggles and not all goats have them. I don't think anyone knows exactly what their function is but is thought they may be involved in scent production

Its for their protection from horn uppercuts, just like the turkey's lose neck skin protects them from chocking and can escape. An evolutionary thing, you undertand...
