Hi it's a very broad question. I will try to cut it to short.

1. You need to know the basics of web designing programming language, which is HTML

2. You too have options to go for some web designing tools instead of HTML which were MS Front page and Macromedia Dreamweaver however the Microsoft Front page is fairly easier for a beginner.

3. Once u design ur page and save it on ur hard disk. U need a space in the www to upload it.

4. Either u can buy a domian i.e. www.myhometown.com or u can host in on a free site (that has some limitations of course) www.tripod.com

5. Then upload it and do the necessary changes if u like.

Step 1: Use notepad or perhaps a free color coded HTML editor to place your HTML in.

Step 2: Save your notepad file with a .htm or .html extension

Step 3: Upload your .htm file to a web server that is available to the public. (Maybe require FTP if you don't have MS FrontPage Extensions)

Step 4: View your new web site.

After you get the hang of that the sky is the limit. You can start learning Javascript, CSS, and other things that add pizzaz to your site.
