Do neither because you will cause nothing but further problems. You can get hair removal by laser nowadays, it's fairly inexpensive and the results are permenant.

...don't shave, there are obvious repercussions for a misplaced razor.

i would recommend plucking-itll hurt tho but itll get to the root where as shaving doesnt and theyll come back darker and thicker.

dont pluck anything, ull break out if u do that...would u rather have bumps on ur chest then a lil hair? just leave them alone...
