Head Start programs did not live up to their promise. Studies showed that all the gains were lost within 3 years of them going to public schools. Which means that it was nothing but a glorified day-care program.
Ownership is more that a business, and if you weren't parroting someone else's points, you would know that he meant home ownership and intergenerational wealth transfer within the family, and that would also include the revising of Social Security into private accounts. You see, black men are screwed by socsec because they die younger. This means they collect less of what they paid in. This screws their families, because of all that money taken from their pocket and paycheck is now forfeited.
But that's probably too nuanced a point for people of your mindset.

And when they are partisans, they can still turn around and say the President cut our programs.
