I have always believed that even if you only have a bad plan it is better than no plan at all. So, I would say my answer is no.

No. A plan must consist of at least one activity, otherwise it's a blank sheet and that's not a plan.
If the activity is sittin' around doin' nuthin', then that's a plan.

depends if you've thought about what you were going to do. if you thought about it, then you still have a plan. doing something w/out thinking is having no plan.
