I would suggest taking a class at your local college/university, try to enroll in a class where you can become certified. If not certification is offered, then just take the class. If you have been using Borland for c++ development, it would be best to get their development kit for Java, as you would be mostly used to it. If you were not using it, IMHO, it would be the best to use. You do have to pay for it.

There are some free IDE's available.

NOTE: Microsoft's Visual Studio does not contain a real Java compiler, they have their own J# language.
