relays, all test fine. dark green wire all conect to .help

Sounds like a bad insturment cluster.

The speedometer and odometer rely on a cable that attaches
near one of your front wheels.
So, it's more of a "mechanical" problem rather than an electrical.
It could be that one of the ends of the cable, which has a little
"gear", is broken or not attached.
This happened on an '83 Camaro I had.

I believe that the power connection into there is displaced or broken, you might check that.
