I know it is 10.19 right now in Bangkok. but by the time i finish my sentence the time has changed if that is what you want to point out.
On the other hand it is the international time. And each country / time zone has its own time in reference to the GMT.

There is the old joke that in a small town if you have one person with a clock, everyone knows what time it is. But if a second clock is brought into town then no one knows what time it is because you don't know which clock to trust.
Your question is like having two clocks, there are too many different ways it can be interpreted. The question is too vague to create meaningful answers.

No.No one really knows what time it is.Time is non-tangible thing created out of nothing.Time is nothing just a concept and that too a relative concept.Now here in India it's 10p.m but at the same time in U.S.A it may be 10 in the morning but if you move 200km. above the Earth,you can at the same time see both 10pm.in India and 10am in U.S.A.So you see no one can really know what time it is.
