The use of the dodge tool is to lighten the highlights and bring out details. Like a photographers method of holding back light during an exposure to lighten an area of an image. Hope some of this info helps! Good Luck!

It's to make dark areas brighter.

The subtle effect is kinda useful for like... say, if there's a slight dark shadow on a photo of someone's face, or if you want to make someone's skin look shiny, you can use the dodge tool to lighten it.
