Almost all (caucasian, at least) babies have blue eyes at birth, but that can begin to change anywhere from a week to a year after birth. It is also possible for them to stay blue.

Each person has 2 genes for eye color, and brown(B) is dominant and blue(b) is resessive.

If the mother and father are both Bb, then they would have brown eyes, but there's a 1 in 4 chance that the baby would end up getting the b gene from each parent and have blue eyes.

I don't want to ask WHY you are asking. I hope it is not what I think :( BUT, my answer is yes. I know some people that both parents have brown eyes, and the baby had blue. I believe this would be from past genes... maybe other family members from the past?

most newborn babies are born with blue eyes due to the lack of pigment in the eyes. Give it time they may change and maybe not. Blue is the recessive gene if both parents have it then it is possible that baby have blue eyes.

Yes. If the parents have a dominant brown and a recessive blue gene each, they could both pass the recessive blue gene to their baby and he would have blue eyes.

Both parent can have brown eyes and have the trait for blue eyes and be able to pass their blue eye traits to the baby. However, brown is more dominant than any other eye color. Both of my parents have brown eyes and I have green eyes ,but my dad's mom has green eyes, and my mom's dad had green eyes.

Sure, if they both have a gene for blue eyes. Also, many babies start out with blue eyes and it gradually changes in color over the first year or so.

Whoever says that all caucasian children are born with blue eyes can't be more wrong. That is a lie and a stupid assumption. I was born with one blue eye, and one greyish-green eye. Now my eyes are both green, and I am caucasian. Also, It is possible with ALL races. Whoever mentioned that all CAUCASIAN babies and only caucasian babies are born with blue eyes is stupid, ignorant, and sounds racist. That is NOT true. My good friend was born with blue eyes but she now has brown eyes and she is not "white" at all, she is Arab (and beautiful i might add). Another one of my friends is 100% japanese and was born with blue eyes but now has brown eyes.
My son has big, bright, blue eyes and we was born with hazel (blue mixed with brown) eyes. My son's father (My husband) has brown eyes and I have green. My husband is half Nigerian-ethiopian-sudanese and half swedish-french. My husband's mother has Blue eyes and his Father has brown. My Mother has green eyes and my Father has brown. Neither of us (my husband and i) have blue eyes but we have blue eyed genes in us which we passed on to our son.
Anyway, I don't really care. I don't know why people care so much about eye colors. Blue eyes are NOT the best. ALL eyes colors are beautiful and people who worry about what color the eyes of their children will be are stupid. It's not even the color which makes the eyes beautiful, it's the expression. Some of the ugliest people i've seen have blue eyes. It doesn't matter! Who cares what color eyes your children will have! Does it really make a difference? Will you hate your kid if he or she has brown eyes? Think about it!

If there have been blue-eyed people in both of the parents' families then their is a chance that the child can have blue eyes.

Blue eyes is a recessive trait. Brown eyes is a dominant trait. Meaning that in order for a child of brown-eyed parents to have blue eyes, both parents have to pass blue-eyed genes to them and NOT brown-eyed genes.

So, assuming that the both parents carry the blue eye gene recessively (b) and the brown eye gene dominantly (B), the chances -- in very simple terms -- are as follows:
Bb x Bb...

.....B....b
B..BB...bB
b..Bb....bb

BB -- brown eyes
Bb -- brown eyes
bB -- brown eyes
bb -- blue eyes.
