I don't know about a generator, but a car does not generally go by actual oil level, but rather oil pressure. It may be the same in your case, which will make in not start until the pressure builds up enough to close the circuit. Try bypassing the switch temporarily with a piece of wire/paper-clip and see what happens. Even if the switch does go by oil-level, it could have trash in it or be faulty.

No It shoudn't it's just a switch to keep you from damaging the engine if it was low on oil during operation.
You could have a bad sensor that could cause the problem but there are other things also that could keep it from starting You need to provide more information. Is ther fuel in it ? how long has it been since you last used it? perhaps the gas has gone bad and gummed up the carberator. lots of things could be wrong.

No.... it's a LOW oil safety shut off... didn't you have a fill line of some sort? Try sucking some out with a straw of some sort if it's too full... don't get it in your mouth though.

yes the senor will shut off once there is enough oil in the engine.
