If this is the vent pipe, then it is plugged somewhere where it connects to the rest of the system. Do you notice a gurgling noise when you flush the toilet or run water down the sink? If so, that is the problem. The pipe lets air in to prevent this. There might be a bird nest in there. If you can find where it tee's in, there should be a clean-out plug. If you can remove the plug, you should be able to snake it out. Beware, all that water will go somewhere.

How old is the home---is the vent pipe PVC or is it Copper----My folks had a similar problem with their home, the sinks and toilet would not drain real fast like it used too. Come to find out----over the years rust and gunk stops the vent pipe from venting and the rain will eventually fill the vent pipe.. you need to get a long rod or pole to run down the vent and unclog it--- this fixed my folks home and now all is draining well....

if you find whats clogging your vent and you unclog it you can put a piece of hardware cloth over the vent to prevent it from happening again
you probably have tree debris ( leaves seeds etc ) or an animal
I found a squirrel in one once...took forever to get her out without cutting the walls and pipes apart
if you cant figure it out yourself these guys are the best i know

Make sure all drain pipes are clear. You need to get onto your roof to see exactly what the problem is and where the water isn't flowing.
