it's Venus.

These are the distances of the 3 planets from the Sun in Kilometers:

Venus - 108,208,926
Earth - 149,668,992
Mars - 227,246,224

if you subtracts Mars from Earth, it's further than when you subtract Venus from Earth. thus, Venus is closer to Earth than Mars.

I used wikipedia to come up with the distances and did some conversions b/c Earth is listed as 93,000,000 Miles from the Sun and Mars is listed as 1.53AU (Astromical Units) from the Sun.
