There are a number of users who are noticing that their PC will no longer automatically power down/shut off without pressing the power off button on the computers unlike in Windows Me/95/2000. There could be a number of reasons for this - but the main one seems to be that ACPI is not enabled on the computer or in Windows XP. Here is how to try that out:
1.Click - Start - Control Panel - Performance and Maintenance - Power Options Tab
2.Then click APM - Enable Advanced Power Management Support

The message "It is now safe to turn off your computer" is used when the computer's motherboard is not set to use 'advanced power management'. In a nutshell, the OS can't turn it off directly (or rather, signal it to turn itself off.)
The fix is to go into the BIOS settings (usually a key you press right as it's first powering up, before Windows starts) and turn Advanced Power Management features ON.
With motherboards that use APM, the power 'switch' is just a signal switch. It tells Windows to begin shutdown, or tells the computer to start up. when windows isn't running, the motherboard treats it like a reset switch. That's why you're getting the restart behavior.
To truly shut it down, press the switch AND HOLD for 5-10 seconds. Your computer should shut itself off.

Your computer is probably old and it doesn't support that feature. Upgrade your computer or get a new one. You will see that a new computer turns off automatically without displaying that message. Its called advanced power management. If you turn it on your current computer, your computer will probably restart instead of shutting down. If you want to try it out, go to Displat Properties by right clicking on the Desktop or by Control Panel. Then go to Screen Saver and then select Power. You will see the option there to turn on advanced power management somewhere.

Usually when you get this message, it is because your system does not support the ability of the operating system to power down the motherboard. Open up your bios settings and check if there is a setting for what happens when the power button is pressed.
