You never hear the French or Russians complain about how many civilians died during the carpet bombing of Germany. You never hear the Germans complain about the bonbing of Britian.

Why have civilian casualties during war suddenly become the ultimate evil where once it was considered an uninetional side effect?

Has anything changed or is it all just rhetoric depending on who's side you are on?

And please, tech advances are not a realistic answer, bombs still go astray.

While diplomacy is great, it doesnt always work as you need two patners. What happens when one wont bend?

I think that we are getting less able to accept war in general. We hear about so much of what's happening that we are overwhelmed with the number of dead. It's impacting us to find these things less acceptable. Right now people just like me are dying in Lebanon, Iraq, Afghanistan, Kashmir and more! That's just not acceptable to me. Why can't governments make progress through negotiation. Have we made no progress as a planet in the last 1000 years that we still find it acceptable to rape, pillage and starve the enemy into submission?

The Allies never sent food and humanitarian supplies into Germany during the wartime either. (see Gaza)

Also, funny, during the Blitz I don't recall any Brits complaining about the bombing of Germany into the stone age as "disproportionate use of force"
