Can you explain why bush should be? Hasn't he given more money to head start than any other president, more than double what clinton allocated?
I suggest you read more than one story before you make such statements.

Instead of propping up failing schools, why not give the parents the choice of where to send their children. Throwing money at a problem does not 'solve' the problem, it only hides it.
