Well, it's one reason. Here, have some huge generalizations:

1) Sporting events are predominantly attended by males -- sure, women like sports too, but I don't think as many of them are rabid, screaming lunatics who paint themselves team colors .

2) Very little gets a man's attention faster than some athletic-looking chick in a short skirt, particularly if she's moving around and waving her arms and doing high kicks (a cheerleader's whole job is to get your attention, after all)

3) As sexist and unfair as it is, do you take male cheerleaders seriously? I know, equal opportunity and all, and their greater muscle mass means they can toss cheerleaders higher, on average, than their female teammates, but there's still something not quite... manly... about it all... *shrug*

So, bare basics, a cheerleader gets your attention and hopefully, you follow along and chant whatever pro-home-team slogans she tells you to, or clap along or stomp your feet or whatever, in order to build team spirit and unite the crowd behind their chosen warriors on the field. And the most effective way to do this is to dress in slightly less-than-wholesome attire with the fervent hope that you'll get a glimpse of something you're normally not supposed to see. Just like you said, not stating whether it's good or bad, but it works.

Not originally, but it certainly seems to have drifted that way. I think the Dallas Cowboy cheerleaders have a lot to answer for.

They originally existed to get the team supporters all cheering together in unison.
