There is a REALLY easy way to do this and other kinds of problems - use this formula
IS / OF * % / 100 (is over of times percent over 100)
Your problem is 9 is (so 9 would go in the "is" slot) 25% of what? You are looking for the "OF". So your problem would look like this in the formula:
9 / x * 25/100 Cross mulitply and divide
900 / 25x (the variable, or what you're looking for - the x, is always on the bottom)
900/25 = 36, which is the solution. You can plug any number into any of the slots (except 100 always stays the same) in this formula.
