I'm not real sure why you would want to recruit one from India as it does not seem to be a terribly unique skill set that would not be available here in the U.S..

But........hop on the web and google "recruiting free". you will get many sites that allow free postings of your job. If you were to state that you are specifically looking for an Indian Candidate---I can PROMISE you a bazillion phone calls that day. The firms are all over specializing in outsourcing as well as many that bring people over as H-1 employees, pay them a salary, then contract the services of the individual for an hourly rate and make a profit off of the difference.
