During the middle Ages, when pants were being invented/introduced, they were two seperate pieces, that covered one leg each, and left the lower body bare. One wore a cod piece to cover yourself. So in the beginning, it really was "a pair of pants". The label simply stuck, even after we made both pants legs and the cod piece one garment.
